I don't know much about how the software updates stuff works, but couldn't you have a separate 'channel' for bleeding edge? Then only the people that wanted it would be notified.

No specifics on that just yet until the impact has been investigated fully though. The last thing we would want is everyone being prompted to install the latest bleeding edge version every time they started up Eclipse. Bleeding edge stuff is always going to be somewhat buggy and unstable, so the expectation is that the majority of people will avoid it for day to day work.
