if all you care about is windows, you might look at soEditor. It's not free (anymore), but it's pretty good. We used it (and are still using it) though we're migrating to HTMLArea for the platform independance, which has become more and more important over the past 6-8 months.
Of the WYSIWYG editors I've played with, it seems to generate the best HTML code in terms of maintaining structure, but it's still a jumbled mess.
