4- when updating, you have to delete first all previous permissions for
that user from the table, then insert all new records.

Apperently you aren;t getting something...why would you delete all
previous permissions??? If you are adding permissions a simple insert
if you are taking away you just delete. As I said if you like to deal
with your access in a list create a view. I am not sure what
experience you have but in all my experience I have found doing
anyhting with a comma delimnated list to bit me in the ass sooner or
later. This includes your exact example on an ecommerce website.
