Just keep in mind that less than 5% of users get Flash from that page, the vast majority download it when prompted within some page. And of those 5%, only Windows IE users who do not have the toolbar already installed will see the prompt (which they can opt out of, although many will indeed download without reading the options first).
Which option should be checked by default is a valid issue, I'll give you that.
