I built a CF app that interfaced with an e-Dial Advanced Communication server to do automated calling and conferencing etc. It uses SIP so it is a VoIP solution but I think it would be worth taking a look at.
The interface is pretty much HTTP posts to the e-Dial server so anything with a HTTP client built in can do it including CF. http://www.edial.com/ I guess its worth a look but I think that the licences may be expensive...
