You might be right, however anything I have written over the last 3 years
has always been modular based. I have used the Booking system I wrote 5
times in the last 3 years with slight mods for the client concerned, and its
more than made enough money for me.
I guess its hard to set aside how much you can charge for code that can be
reused this much, hey good luck I just know from what I have seen and what I
have charged my clients that $5000 (US) is pretty step. However as stated in
a previous email, the support for 1 year and updates was never mentioned and
this might bring it into line of that price asked:-)

Assuming that it really is only $1000 worth of code, considering all
the marketing and sales required to sell a few of these, I don't
think $4000 profit per is outrageous. I think the price should be
based on what value it provides to the purchaser.
