We argue about this continuously at work. I know for a fact that my site performs much better on Apache. I know this because I've had the same site running on the same server with both Apache and IIS and there is a noticeable difference. IIS is built-in and has a simple-to-use GUI. Other than that, I personally don't know why people even use it.
HOF seems to come up fairly quickly for me though and the ping times I get are only 25-29 ms.
