That's simply ridiculous. IIS is as good as any other web server running on Windows when it comes to performance - in fact, practically any web server is sufficient to use all the available bandwidth serving static files, which is all the web server really does when you get right down to it. Historically, the only real problem with IIS has been its insecurity, but (a) this could be fixed easily by proper configuration and (b) IIS 6 is pretty well-configured out of the box.
