Many don't just because it's easier to disable the tags than construct
proper security restrictions for their proper use in a shared environment.

Of course in a shared environment there are tons of ways around those tags
(access Java or ActiveX objects, batch files, telnet, etc) so taking the
time to set up decent OS-level sandboxing is really the only way to do
things right.
