It's the environment. But the environment provides a solution: multiple, segmented instances of the J2EE environment - CF supports this and it is the recommended way to share resources. However this consumes significantly more resources than multiple apps on the same instance - so hosts that implement it charge more (I've seen anywhere from $50-$80 a month).
