Yes, you can, as long as the configuration information will exactly match on both servers for the specific neo- file you copy. For example, if the datasources will be identical in all respects, you can copy neo-query.xml from one server to another. If they won't be exactly identical, you may be able to copy it anyway and just make some minor changes in a text editor.
