Well if only 4 cpu's are being used for CF then you would only pay for 4 cpu
(2 licenses).

Only if the box is dedicated to CF VMs will it be obviously cheaper. 
He's saying he's got a 64-way box that is dedicating 4 CPUs to CF, and the
other 60 CPUs to other things.  That'll be WAY more expensive to license CF
per physical CPU.
