If it were the IP limitation you'd see a CF error saying as much instead of
timing out.

This has much more to do with your web server than CF... which server are
you using?  You must configure the ports and directory mappings in the web
server and the ports in the firewall: ALL firewalls... your router, Windows
firewall if it's enabled, and any others (McAfee, Norton, Black Ice, etc).

Lastly it may just be that Verizon is blocking that specific port for some
reason (mostly higher ports are blocked because they were used in a known,
widespread virus/Trojan attack like Code Red).  You might try a different
port.
