If by "that" you mean allowing unsecured connections to your database from any public IP address, yes, yes, it's about as much of a security risk as you can possibly have. Unless Dr. Evil runs your ISP, anyway, but even then public access to your databases is almost as dangerous as sharks with frickin' laser beams.
