Yes, I am sure they could but why invest the time(which is money for most) when you could get some other free forum that has all the "fluff" and generally is configurable to turn off what you do not want to be there.
With that said, if I were to start up my own forum I would just use Rays. The forum we use here at work is even more "slimmed" down than what Rays offers but it gets the job done well enough for the needs here.
