Well, it seems you are both at a stalemate: He knows PHP; You know CF. But, when the coding starts, who will do the work? You or him?
Why throw out your CF skills and put you on a learning curve with PHP? Also, check out www.forta.com for some more resources. Of course shortening development time is the obvious one, but if anyone knows any actual figures on that (CF vs PHP) it would be very helpful.
