I ran thru that procedure exactly and got the same CF 'file not found' error.  
Just to make sure I pulled the path from an Explorer window and it blew up as 
well, so it wasn't a spelling error.

I just created a test and it worked for me.  Just to be clear, here are the 
steps I followed.

1) I created a mapping in my administrate that pointed to a file in one of my 
websites (defined in IIS with a webroot of c:\websites\mobilecalendar). Logical 
Path = /test, Directory Path = C:\WebSites\MobileCalendar

2) I created a cfm page in a second website, 'Ian' with a webroot defined as 
"c:\websites\ian".  It contained this line. 
<cfinclude template="/test/sql.cfm">.  
This called the sql.cfm file from the mobilecalendar directory.

This worked exactly as expected.
