The only way to make it more secure is to make people put in their email address and then sending them a verification link. At least now people will have to use more then 1 email address to vote, and simply clearing cookies won't work. But then again most people have multiple email addresses (and people that own their own domain have unlimited # of email addresses). But this will make it harder to cheat...
