To do this, you'd need to have some URL on site 1 that points to the other
site. This is what people mean by a third-party cookie. For example, on some
page on site 1, you could have an IMG tag that points to site 2. When your
browser fetches that image, site 2 could attempt to set a cookie.

However, there are some significant limitations on third-party cookies (or
"web bugs") nowadays, because of the obvious potential for abuse.
