What could possible cause a web application that uses extended/international 
characters to work fine in one website/CF instance and not in another?  Even on 
the same server!

I, with the help of this knowledgeable list, fixed a small XML based CMS tool 
so that it works with MS word special characters such as curly quotes, 
em-dashes and accented vowels.  It works great in the website/CF instance I 
developed it in on my workstation.  But when I try to move it to the production 
environment or another website/CF instance on my workstation it fails, 
apparently at an em-dash character in the XML data.

I can not figure out why the different behavior!
