You shouldn't attach more than 10 people to anyone given message as it will
be considered spam. even if you use the bcc field your still going to get
caught up in SPAM filters and most likely get your IP address band. Your
best bet is to use a loop and send 1 message to each person using the TO
field. Also, to comply with CANSPAM you need to suggest a means for the
person to unsubscribe from your e-mail and also provide your physical
mailing address on the bottom of the e-mail.  If your going to send an HTML
message I'd also recommend that if you do send your mail that you send
multi-part message and provide a text version to go along with the html.

20,000 isn't a huge list but it's enough to create havoc with your mail
servers ability to send mail reliably in the future. Be careful!
