It does seem odd, but the compression argument goes from 0 - 100, where 100% is no compression at all. Kinda like 0-15 in photoshop ... except any time I've gone under 80 for compression in java, it looks horrid. I usually save jpeg's for the web down to 3 or 5 in photoshop.
