First, your "equality" is a very inaccurate one.

Second, picking a framework in isolation is not a good approach.
You'll need to evaluate different frameworks in the context of the
target application.  Different application styles are better suited to
different frameworks.  If the project is going to involve more than a
couple months of development (and really, even if it's quite a bit
smaller), you owe it to yourself to at least build a couple
proof-of-concept apps with different frameworks to get a feel for
them.

Third, consider the type of developers you have at your disposal.  Are
they all formally trained CS guys with years of experience?  Are they
all HTML guys that turned into CF guys?  Do they have a handle on OO
concepts?  Do any of them have experience with any of the frameworks
you're considering?

Finally, check out the community resources for the frameworks you
think are best suited.  Documentation is one aspect, but mailing
lists, forums, blogs, etc are all also quite important.  Also consider
the growth potential of the framework.  Does it have an active
community driving it forward, or is it just floating in limbo?

Every developer has their own preferences for frameworks for different
use (I happen to like Fusebox 3/5 (yes, that's a 3) for my UI
controller and ColdSpring for my service layer).  The right one for
you is necessarily up to you.
