I suspect that the original reason for this was that there were certain
limitations with what you could do with Visual Basic. Those limitations are
probably less significant now, but back then I don't think you could really
build in-process DLLs in VB, whereas you could with Delphi. As I recall,
Delphi could create DLLs that didn't require an external runtime DLL to
support them, as did VB.

If you have VB guys, you're probably better off having them write COM
objects instead of CFXs anyway.
