Don't log into your desktop as an administrator, and a lot of those
questiosn will go away.

I like the security features that Vista adds.  IT only annoys people who run
poorly written programs that require administrator privileges.

I have no intention of upgrading to VISTA until Service Pack 1 =)  By then,
most of the good tools out there will have VISTA friendly versions, but
CCleaner, given its nature, probably won't.  Unless they re-rewrite it to
run as a windows service using the local system account or something, which
would make more sense.  Sounds to me like it's running as a user program,
and cleaning things that user programs shouldn't have access to.
