If he's looking to set up a simple test environment, an XP box should suffice. Depending on how many concurrent sessions he wants, and how many different web sites he wants to set up, he can choose between XP's crippled version of IIS or go with Apache. While Apache is a little harder to learn, it will scale as he needs it to, and will not require him to purchase Windows Server just to use IIS (which technically makes IIS not free).
Saying that IIS is the windows version of Apache is a gross simplification. I would say it's an alternate version of Apache that supports a subset of Apache's features and is not cross platform, but does have a pretty GUI which eases management. The only caveat with setting up a test environment on a separate machine is that ColdFusion's license only allows you to run the server on a single box and to not be directly accessible by clients (i.e. only be accessible from the local ip and 2 other IPs). While I'm still not clear on this, I believe the last word we heard from Ben Forta is that you're not allowed to use it in a shared environment without purchasing a license.
