Well, I think the issue with Access being free while additional MySQL databases are not could be even more of an issue. Ever seen a site try to run on Access and suddenly get a lot of traffic due to a mailing to their customers? It's not pretty, and the last thing you should do is have a policy that encourages use of Access.
