Well two options:

1. If this is for a SINGLE or selected users, if you can identify them prior
to download, change the CFCONTENT line for THOSE users to be: text/plain 
2. change the mime type for everyone to be: text/plain for files that have a
txt extension

Sometimes this will also come down to how the end user has their computer
setup to handle txt files.

I run a document management software app. The problem I am having is they
want txt files to open in Notepad, instead of in the browser. There is the
possibility of thousands of files, so it has to be dynamic to the particular
file the user is requesting.
