This depends on what you mean by "switch". You can have multiple VMs running at the same time, with some (or all) in the background. You can even run VMware VMs in "appliance" mode, where they don't even show a console. In these cases, the VM will use memory and CPU time even when you're not looking at it. If you stop a VM when you're done using it, it won't use any resources at all.
