What tom said.. you'd only need the flex module for IIS if you wanted
to "compile on the fly" and most people don't do that.

I'm just suggesting, if you're learning Flex for the first time, Just
use the development server and built in web server... once you've got
used to working with Flex and the CF integration that way,
transitioning to figuring out how to do it through IIS is a little
easier.  The most frustrating part for me when I started was setting
up the projects.

There is no necessary IIS setup... it's just a matter of setting up
your projects to go to the correct URL, have your bin files published
to an appropriate web-accessible place, and making sure the flex
compiler knows where your web root is, where the flex
services-config.xml is, etc...
