I would say that if SoftLayer's boxes are being compromised to launch attacks, then yes they are bad actors. Since we have seen many attacks coming from different Ips that are registered to them, I feel confident in making that assertion.
I may also have some sympathy for them that they are the source of the problem. Perhaps they are doing their best or have great intentions. But, the results also matter and what is undeniable is that SL is the source of a lot of attacks. That is important and their should be some culpability for that sort of thing.
