If I were to guess I would say because it took a long time before PostgreSQL had a simple Windows installer and web developers needing less features. That has resulted in MySQL having significant mindshare. If you look at for instance mail servers that use a SQL backend to store account info (Postfix, Qmail, Dovecot, Exim etc.) then you will see that they can usually work with several databases (and projects I have followed usually had PostgreSQL support before they had MySQL support).
