Like all things there are pros and cons to such endeavors. There is a large
difference between anonymity in the face of tyranny and anonymous adolescent
abuse.  Although the adolescent believes they live under the former, in my
little part of the internet I am searching for a way prevent the latter.
Unfortunately the only methods I have discerned can also be used impinge
upon the anonymity of a freedom fighter. 

So far in my search have found several DNSBL type lists that offer lookups
against abuse lists. This may be a stop gap method at registration to
prevent obvious exploitation.

http://www.ahbl.org/ - offers a Tor proxy and IRC proxy abuse list.
http://www.dronebl.org/ - is used as an IRC abuse lookup.
http://www.sectoor.de/tor.php - a Tor proxy abuse list.

I may be on a fools errand but there must be some way to allow easy access
to an adolescents forum yet still maintain some accountability by being able
to prevent trouble-free abuse through a web proxy.
