Hence the enormity of the problem. I am trying to find a good as I can get
solution to the problem of unrestricted anonymous adolescents abusing a web

I agree, however what ever solution I devise need not be 100% just good
enough to give the impression that that they are being watched.

Running a sampleing test of registered IP address that have been banned from
the forum I found that large enough percentage of them show up in one or
more of the three DNSBL lists I meantioned before.

http://www.ahbl.org/ - offers a Tor proxy and IRC proxy abuse list.
http://www.dronebl.org/ - is used as an IRC abuse lookup.
http://www.sectoor.de/tor.php - a Tor proxy abuse list.

Using the CFX_NSLookup tag it was a simple matter to test the users IP
against them during the registration process and deny registration if found
in the Blacklists.  It's not a solution but so far it is as good as I can
get.
