    If you do *not* have a lot people to manage then I would say try 
Basecamp to manage your projects and use Paypal for your invoicing. Back 
in 2004 when I used to have my own business, I would use Basecamp for my 
project management and then I would invoice people through Paypal. 
Paypal has a pre built template for invoicing and it e-mails it to the 
person.
    If you do have a lot of people to manage then you might be looking 
at something more complete. This kind of system is not hard to develop.
