That's the major selling point for Virtuozzo in fact. It's very good at 
handling server overcrowding because of how it allocates resources to 
those who "need it at the time". Using Virtuozzo, companies can put more 
VPS accounts on a single machine then they could with a VPS technology 
that uses fixed resource limits and doesn't allow resource swapping.

There are lots of arguments both for and against this sort of resource 
swapping technology. Some folks feel that it's better because customers 
are less likely to feel it when hosting companies oversell their VPS 
platform machines, while others feel betrayed because they don't really 
get the resources they think they've purchased. I suppose it depends on 
what kind of user you are (heavy or light) and whether you trust 
Virtuozzo to decide what resources to actually allocate to you.
