I had suggested to Adobe last June via my blog and in direct emails with Adam Lehman about a Builder Suite.

It looks like they are starting with a very basic Builder Suite bundle. By guess is once ColdFusion Builder is strong enough to stand on its own we'll see a more fully rounded Builder Suite.
