Yes, CF 9 is free for educational use, but good luck finding information on their website about it, it's pretty well hidden! I think you have to go into the product FAQs to even find mention of it, other than a phone number for "educational licenses". It's a full fledged license, not the normal developer license that has IP restrictions, but of course is restricted solely to educational and not production use. The typical requirements for validating such as a student or faculty ID are required to obtain the license key. I do hope they are actually marketing it to colleges and such as it definitely is not well known information at all.
