AIR and Flex are both done in Flash Builder. AIR is Flex code with extra functionality.
You can buy Flash Builder (Adobe purpose built Eclipse app) OR buy the Eclipse plugin (which is essentially the same thing....but allows for CF coding at the same time via CFEclipse) So there we are not transitioning.....it's still AIR....you can build mobile or desktop apps with it.....just a rather unfortunate IDE name....Flash Builder ;-) BTW....same issues with Flash in the past (damn that timeline)....and didn't like early Flex due to the HUGE cost (now free).
