Is there a reason for not just using the Excel spreadsheet as the
datasource? I do this on one of my sites and it works great.

Both, but we can create a web-based window for viewing the data over the
web, it's the extraction of the access data into an excel format that I'm
after, without having to download the database every time they want and
update for example, or being able to select a range of responses and collate
them into a spreadsheet, etc...

Do you mean that Excel will import data from an access database? Did not
know this... anyway, see above response about not downloadig the whole
access database.

from an Access database? Website will send collected data into access
database and then client requires data to be viewable in an excel format...
