Bad contest.

For starters, you are asking everybody who resides in the US to violate 
the DMCA. Or didn't you notice the copyright on the pages that you want 
others to grab the addresses from for you??? (Note: IANAL, so please 
correct me if I am wrong.)

Further, the way in which you state the "Terms and Conditions" leaves a 
nasty taste. It leaves the impression that you see this whole challenge 
as a way to get some cheap coding. Why would you need to get any other 
right than the right to test the code in a non-production environment 
and the right to publish the code and the test results.

And some of the other stuff is also completely arbitrary. Like, can you 
back the statement that the application is to small to profit from 
FuseBox? And doesn't that run contrary to the requirement that code is 
modular? Since when is ParameterExist() a methodology, and not just a 
function?

The advantages are:
- you keep all the rights to the code
- you don't have to do something illegal
- no arbitrary judging: speed is the only criterium
- no deadline, as long as better code comes in, the contest goes on

The disadvabntage is that only bragging rights can be won ;)

Check out the site, some of the results of previous contests are really 
slick.
