Don't you have to actually have a named application using the <cfapplication> tag?

When I first load the form page ... All the templates that are supposed to run, indeed do so. Including OnRequestEnd.cfm. If there is an error on the page though, and the user gets sent back to the form, the OnRequestEnd does not run, but Application.cfm does. Has anyone ever had this happen? Am I going nuts?
