I am not expert here, but validating the CC is good might cause problems for
the customer, especially if they are getting close to their limit, if you
get an authorization on their card, then it may tie up that amount and not
allow you to actually process it again.

About being illegal, I don't think it is illegal, BUT it may be a
stipulation with the credit card company... but once they get your money and
your percentages I don't think they mind too much how and when .. it is just
a problem with them if merchants are doing alot of chargebacks.

Fully automated is good .. but it all depends on the staff and the number of
orders.  Some large sites still process orders manually, because of
backordered items ... but they also have the staff to do the processing.

I would convience them to go with the inventory online if possible .. or
depending on the number of orders per day, maybe hand processing.
