Installed IE? That's your problem :)

Forgetting about IE and installing Mozilla might be easiest. Second 
would be reverting to one of your backups.
If both are not possible, try to run the install program in download 
only mode to make sure all the downloads work. Then, when you have all 
the files on disk, try to reinstall from disk instead of from the web.
