No, it's not a firewall, it's an IDS, as you mention. However, combined with
host-based IP security filters to stop traffic, and application input
filters like URLScan and SecureIIS, it provides something that the other two
don't - the ability to see what's being sent to your server other than to
ports 80 and 443.
