You can't do that.

Try this

1. Create a page with a file upload box
2. Pick that japaneese named file
3. CFDUMP the content of the filename

You will see it looks like Unicode, not Japanese characters.

The charset is specifying the charset of the content of the file, not the
content of the filename.
