They are numbered in such a way that each adjoining number corresponds to an adjoining suburb, this means that if you scan for ranges of numbers in lots of say ten, you are bound to go close to the suburb you are after.
I can't tell you how to do that with code, but I did investigate it once and that was the suggested method.
