I wouldn't assume that. If it's true I think it's more by accident than by design. For example, 3091 (Yarrambat) and 3752 (South Morang) are adjacent suburbs, so are 3177 (Doveton) and 3803 (Hallam). And 3140 (Lilydale) and 3141 (South Yarra) are physically separated by at least 15 intervening suburbs.
Your best bet may be to try Geoscience Australia http://www.ga.gov.au. You'll probably have to pay for it though.
