those calculations are usually done one of two ways:

1) someone has a database listing all postcodes, and relationship to
the ones "near" them (I can't remember if the aussie post directory
links these or not)

2) by geocodes - each postcode is geocoded and "near" is defined as a
certain distance between geocodes.  This option you often have to pay
for from someone like whereis etc.
