If you really need it to be Javascript and Netscape compliant, it will be very limited functionality. Using either Java or Flash would probably provide a much better user experience. I seem to remember seeing a couple of wysiwyg editors in Java and Flash, but I don't have the URLs to hand. A bit of searching in Google should unearth them though.
